Well it is much easier to do it with Photobie.

Here are the 3 steps you need to do.

First use your select tool to highlight the portion you want in color.
then click on the Clone menu=>clone only the selected area on current layer.
Now you will have two layer with the top layer contains the selected area in color.
Finally, switch to the first layer and use the embedded grayscale filter to make it gray. It is done now.

In some case you might need to use smudge or soft eraser tool to make the border more smooth.

Here is my full example doing that:

1. make selection using polygon selection tool:



2. clone selected area of current layer, tool in layer manager



3. gray scale the original layer, select the original layer first and use embedded grayscale filter.
